What is Measure H?

Measure H is a local parcel tax measure on the June 5, 2018 ballot seeking voter authorization for funding to preserve outstanding core academic programs in reading, writing, math, and science, attract and retain highly qualified teachers, maintain class sizes, and prepare students for success in high school and beyond. A “YES vote” approves the District’s plan, which will be used to support critical programs and resources in our schools; a “NO vote” rejects it.

Why has the Cambrian School District (CSD) placed Measure H on the ballot?

Cambrian School District is committed to maintaining the high quality of education
at all of our elementary and middle schools. Exceptional teachers, small class sizes, challenging instructional programs, dedicated parent volunteers, and outstanding science, art and music curricula have prepared generations of local children to succeed in high school, college, and careers. Our goal is to continue that proud tradition. However, the district depends on local revenue to supplement limited State funding. Measure H is a modest proposal and it’s temporary, lasting only eight years. It won’t solve all our problems, but it will help retain our exceptional teachers and protect core programs.

What is the actual question that voters will be asked to decide in June?

“To provide Cambrian neighborhood elementary and middle school students with stable funding for instruction in math, science, reading, engineering, technology, and arts; retain highly qualified teachers; and maintain class sizes; shall Cambrian School District establish an annual parcel tax of $84 for 8 years, its continuance subject to voter approval, raising approximately $740,000 in the first year subject to annual adjustment; with exemptions for senior citizens, no funds for administrator’s salaries and every dollar benefitting Cambrian children?”

How will Measure H funds be used?

• Attract and retain high quality teachers

Who is the Cambrian School District?

The Cambrian School District consists of four elementary schools, one K-8 schools, and one middle school, located in South San Jose. Bagby Elementary School, Fammatre Elementary School, Farnham Elementary School, Ida Price Middle School, Sartorette Elementary School and Steindorf School.
Who is eligible to vote on Measure H?

All registered voters (approximately 16,000) living within the jurisdiction of the Cambrian School District registered by May 21st will be eligible to vote on this Measure. The last day to register to vote and be eligible to vote on Measure H in the June 7, 2016 Election is May 23, 2018.

Who makes the final decision on a local parcel tax measure?

The locally elected Board of Education of Cambrian School District is the legal entity that has called for the Measure H election. Ultimately, Cambrian School District REGISTERED VOTERS will have the final say when they vote for or against the measure.

What’s required for Measure H to pass (win)?

At least two-thirds or 66.67% of the voters who cast their ballots in the June 5th Primary Election must vote in favor of the Measure H for them to be approved.

How much will Measure H cost?

Measure H costs $84 per parcel per year tax, or $12 a month, for 8 years to provide a stable, local source of funding for Cambrian schools that cannot be taken away by the state. Senior citizen homeowners age 65 or older may apply for an exemption for their primary residence. Will businesses share in the cost of Measure H?

Yes, both commercial and residential property owners will be subject to the same rate of $84 per parcel.

What about the Lottery or Proposition 30? Weren’t they supposed to fix our schools?

Unfortunately, Lottery funds make up less than 3% of our annual General Fund Budget. Lottery funds alone are simply not enough to fund the core programs that our schools need.

No one in my household attends Cambrian schools. Why should I care about Measure H?
Great schools are the foundation of healthy, thriving communities. Quality schools protect property values. Home resale values will benefit as our neighborhood schools are improved. Investing in local schools is a wise investment in the quality of life for everyone in the community.

Can senior citizens receive an exemption?

Yes, through a simple application process, senior citizen homeowners age 65 or older may apply for an exemption for their primary residence. If you already have an exemption on file, you do not need to reapply. Have there been other Cambrian SD parcel tax measures? If so, when was the last one?

In 2004, voters approved a parcel tax for $63 dollars per year/per parcel. Unfortunately, with limited state funding the district depends on local revenue to supplement the ever dwindling state funding. Measure H is a modest proposal and it’s temporary, lasting only eight years. It won’t solve all our problems, but it will help retain our exceptional teachers and protect core programs.
How can we be assured that the Measure H money will be spent properly?

Taxpayer protections are REQUIRED. Safeguards like a district-wide audit guarantee transparency for taxpayers. Measure H funds cannot be spent on administrator’s salaries. All funding will be used to support classroom instruction. Additionally, all Measure H funds stay local - they cannot be taken away by the State or used for administrator salaries.
Why are you asking for more money?
The current California State funding goal is to return funding to schools at the financial levels they were receiving in the 2007-2008 school year by the year 2021. This funding outlook does not result in meeting the additional financial burdens being placed upon district in the area of health care and other state mandated programs. In order to maintain our current programs and continue to make Cambrian School District thrive in areas like high quality reading, math and science programs while maintaining a balanced education program, Cambrian must secure this extra funding.
